Mr CHAN has been appointed Secretary for Development of the Hong Kong Special Administrative Region (SAR) Government since 30 July 2012. 

Mr CHAN is a Certified Public Accountant.  He is a former President of the Hong Kong Institute of Certified Public Accountants and a former Chairman of The Association of Chartered Certified Accountants, Hong Kong.  

Before joining the Government, Mr CHAN held a number of public service positions including member of the Legislative Council; Chairman of Legal Aid Services Council; Board Member of the West Kowloon Cultural District Authority; non-official member of the Strategic Development Commission; Council Member of the Chinese University of Hong Kong and member of the Citizens Advisory Committee on Community Relations of the Independent Commission Against Corruption.

Ir WAI Chi-sing

Ir Wai Chi-sing has been appointed Permanent Secretary for Development (Works) since June 2010.

Ir Wai obtained his first degree in civil engineering in 1977 from the University of Hong Kong, and his master degree in transportation engineering in 1986 from the Purdue University in the United States.  He has professional qualifications in civil, structural and geotechnical engineering. He is also a member of the Chartered Institute of Arbitrators.

Ir Wai joined the Government as an Assistant Engineer in August 1980, and since then his career has been closely associated with the development of Hong Kong's infrastructure development. He was promoted to the rank of Principal Government Engineer in September 2004. He has served in the Transport Department, the former Territory Development Department, the Highways Department, and the Works Branch of the former Environment, Transport and Works Bureau.  He was Deputy Secretary for the Environment, Transport and Works (Works) from March 2004 to November 2006. He was Director of Highways from November 2006 to June 2010 before his appointment as Permanent Secretary for Development (Works).

Mr KS Wong was born in 1963 and is an architect by profession. He has been promoting green building and building energy efficiency over the past years. He had served as the Vice Chairman of the Hong Kong Green Building Council and the Chairman of the Professional Green Building Council. He has contributed to the development of local green building standards and taken part in a number of green building projects.

Before joining the Government, he has contributed to the work of a number of Government advisory bodies. In particular, he had active involvement in the public engagement processes of the Council for Sustainable Development. He was the convener of the Support Group on Combating Climate Change: Energy Saving and Carbon Emission Reduction in Buildings. He was also a member of the Support Group on Building Design to Foster a Quality and Sustainable Built Environment.

Mr Wong graduated from the Department of Architecture of the University of Hong Kong. He received further education on green building from the University of British Columbia in Canada. He has been appointed as the Secretary for the Environment of the HKSAR Government and assumed the post on 1 July 2012.

TC has worked in the rail transit industry in the United Kingdom, Singapore, Hong Kong and overseas for over 35 years. Between 2003 and 2008, he was the President of Bombardier London Underground Projects Division. Until 2003, he held the position of Senior Director, Projects and Engineering, for Land Transport Authority of Singapore. He is a member of Hong Kong Construction Industry Council and chaired its procurement committee. He is a Chartered Engineer, a fellow of the Royal Academy of Engineering, Hong Kong Academy of Engineering Sciences and a number of professional institutions in the United Kingdom and Hong Kong.

He Zhifang, male, birth in 1963.As a senior engineer now, he majored in Education Economy and Management and graduated from the School of Arts & Humanities of Tsinghua University with the degree of Master of Management. He is at present in Professional Education Division Department of Personnel Ministry of Housing and Urban-Rural Development of the P.R.China.

From 1985 to 1994, he was the engineer of design division in Beijing Chemical Research Institute.

From 1995, he has taken posts in the General Office of Department of Personnel and Education, Labor and Vocational Education, Education Training Division of the Ministry of Construction, Professional Education Division Department of Personnel Ministry of Housing and Urban-Rural Development. He has engaged in long-term professional studies, policy setting and execution of construction project in human resource development and higher education management in housing and urban-rural construction areas.

Dr Ho is a Director of Samwoh Corporation, a leading integrated infrastructure and construction conglomerate. He holds a PhD degree in civil engineering from the University of Dundee in Scotland. He is a registered Professional Engineer of Singapore and Malaysia and a Chartered Structural Engineer of United Kingdom. Dr Ho has more than 20 years of diversified experience in construction and has worked with large organizations and held various senior positions. He has been involved in construction of many sizeable infrastructure and building projects in Singapore as well as abroad.

He is currently the President of Singapore Contractors Association – the largest association in the industry with more than 2,000 members, and the immediate Past Chairman of Construction Industry Joint Committee (CIJC), which consists of 8 key Institutions / Associations in Singapore that championing the construction industry.

Recently, he has been appointed as an Industry Ambassador of the Building and Construction Authority, Singapore (BCA) to raise the industry standard and build capability as well as to shape a safe and sustainable and friendly built environment. He often gives constructive feedback to authorities on existing and new government policies, in particular on manpower issues faced by the construction industry.

He has spearheaded several ground-breaking research projects and he is the winner of the BCA’s Green Innovator Individual Award of the year 2011, in recognition of his breakthrough achievements in green technology and innovation. He has also received many other awards in recognition of his meritorious contributions to the works that he has involved in.

Dr Ho is actively involved in many professional bodies. These include a Board member of Singapore Green Building Council, a Council member of Singapore Accredited Council and the Past President of Singapore Concrete Institute.

Mr Thomas Ho, JP, is the Chief Executive of Gammon Construction Limited, a Hong Kong based construction group with operations throughout China and South-East Asia, jointly owned by Jardines and Balfour Beatty. Gammon has a turnover of around US 1.5 Billion and employs over 5000 professional staff. Mr Ho possesses over 30 years of experience in the construction industry. He is very active in community services and professional institutes's services and is recognized by the industry as the figurehead in promoting excellence in construction management and quality construction. He is the current President of Hong Kong Construction Association (HKCA) and Chairman of Climate Change Business Forum (CCBF). He is also the Chairman of Pneumoconiosis Compensation Fund Board (PCFB) and a member of Construction Industry Council (CIC), Building Contractors Committee (BCC) and the Land and Development Advisory Committee (LDAC). Thomas was named Director of The Year by Hong Kong Institute of Directors (HKIOD) in 2007 and he earned the Outstanding PolyU Alumni 2009 Award.

Mr. KOH Lin-ji

Mr. Koh Lin Ji has taught and researched in economics in the University of Ottawa from 1982 - 1985 and worked on an econometric forecasting for the Singapore Economy in the National University of Singapore from 1986 - 1989. He joined BCA (then known as the Construction Industry Development Board) in 1989 to head the Economics Research Department and developed the first econometric forecasting model for the Singapore construction sector. Under his supervision, his team formulated the first Singapore Construction Tender Price Index, developed and managed the ports at Lorong Halus and Tuas for the imports of sand and granite and made forecasts for construction trends in Singapore between 1990 and 2002. Mr. Koh moved on in 2002 to promote BCA services and Singapore firms overseas, in particular China, Southeast Asia, South Asia and the Middle East. He is now the Group Director for the International Development Division in BCA. His team also set up the BCA International to facilitate the export of BCA services overseas. Mr. Koh led the BCA team to work with his Chinese counterpart to develop and implement the green building standards and regulations for the Sino-Singapore Tianjin Eco-city, draft the green building and district standards for the Sino-Singapore Guangzhou Knowledge City, and capacity development in green building designs and eco-city developments for Chinese government agencies and industrial organisations. He also work with a BCA-Jurong Consultants Team on the design of the Low Carbon Living Lab Building in the Eco-Business Park in the Tianjin Eco-city. He has been invited and accepted to talk on sustainable development policies at various national and international conferences and forums.

MK is a specialist in green architecture and sustainable design. He graduated from the University of Hong Kong before receiving a Master of Philosophy from the University of Cambridge. Overseeing sustainable design across RLP’s projects, MK has over 18 years of professional experience and integrates the principles of sustainable design in master planning, new construction, urban regeneration as well as research projects. He is also actively involved in government committees, academic and related professional bodies. MK is a sought-after conference speaker on sustainable design.

His recent projects include the newly completed ZCB Zero Carbon Building, the first zero carbon building in Hong Kong; the sustainable master planning for Hong Kong Science and Technology Park Phase 3; the transformation of Jockey Club Environmental Building; and a number of research studies related to sustainable design such as the latest Passive Design for BEAM Plus Upgrading and the Study for Design and Construction Requirements for Residential Buildings for Energy Efficiency.

Dr Li is an environmental specialist with over 25 years' local and international experience in research, consultancy and management.  As the Senior Manager (Research) and then Director of Zero Carbon Building of Construction Industry Council (CIC), he coordinated the development of ZCB, the first Zero Carbon Building in Hong Kong, from the inception, design to construction.  He is now responsible for the daily management and operation of ZCB and undertakes to promote ZCB and low carbon construction technologies / practices to industry stakeholders as well as green living concepts to the general public.  Dr Li is a Chartered Engineer, a Fellow of Chartered Institution of Water and Environmental Management (CIWEM) and a past chairman of CIWEM Hong Kong Branch.

Rob Pannell is a Director and Head of House Building at the Zero Carbon Hub, a crucial role where he oversees the Hub's engagement with Industry and Government to assist in the delivery of low and zero carbon homes by 2016. One of Rob's core responsibilities is overseeing the Energy Workstream together with Research and Development projects and engagement on the role Planning will have on the Zero Carbon Trajectory. A further key role is the dissemination of information and advice to the house construction sector as well as liaising with key stakeholders from government, industry and trade associations to ensure projects progress effectively. Rob was also instrumental in driving forward the successful delivery of the Fabric Energy Efficiency and Carbon Compliance Standards, part of the Zero Carbon Hierarchy. Prior to joining Zero Carbon Hub, Rob was a senior figure in the construction industry with over 35 years of experience with Taylor Wimpey UK Ltd. where he held a series of senior level roles, the most recent as Director of Production UK. During this time Rob was responsible for formulating and delivering radical rationalisation of Production activities in the Businesses. Previous roles with George Wimpey include responsibility for the UK design portfolio and Sustainability.

Prof Tam has been teaching at the City University since 1986. Before joining the University, he had worked for 5 years in the building industry. In 1984, he took a Master degree program in Loughborough University, UK. After returning from UK, he worked as a project manager. He participated in some of the earliest Hong Kong invested projects in hotels and factories in the PRC. He obtained a PhD in the same university in 1993. He has been serving as leaders of several teaching programs. Currently, he is a professor in the Department of Building & Construction at City University of Hong Kong. As regards research, he focuses on construction management and materials. Over the years, he has been involved in research projects with a total amount of 2.5 million Hong Kong dollars including projects from ITF, GRF, CERG, contract research, etc.

Mr. Christopher To is the Executive Director of The Construction Industry Council, a statutory body in Hong Kong tasked among other functions to advise and make recommendations to the Government on strategic matters, major policies and legislative proposals, that may affect or are connected with the construction industry, and on matters of concern to the construction industry.
As former Secretary-General of the Hong Kong International Arbitration Centre, he managed to elevate Hong Kong’s status as the regional dispute resolution hub of Asia by increasing the number of international dispute cases being referred to Hong Kong for amiable resolution as well as creating the Asian Domain Name Dispute Resolution Centre. In recognition of his outstanding leadership and his contribution to the community, in 2001 he was honored as the youngest Director of the Year in Hong Kong and in 2007 he was honored as a Young Global Leader by the World Economic Forum.
In 2004, he was named as a Director and Chairman of the Hong Kong Internet Registration Corporation Limited and was elected by the internet community to serve on the Nominating Committee of the Internet Corporation for Assigned Names and Numbers.
Mr. To holds qualifications in computing, engineering and law. He is a recognised authority on alternative dispute resolution techniques and is a sought-after speaker/moderator at international forums. He holds Adjunct Professorships from leading Universities and is on the board of various organisations ranging from education to research and development.

Charles  Mr. Charles WONG

Mr. Charles Wong is currently Director – Training & Development at the Construction Industry Council (CIC), a statutory body in Hong Kong tasked among other functions to forge consensus on long-term strategic issues, convey the industry’s needs and aspirations, as well as provide a communication channel for the Government to solicit advice on all construction-related matters.  Prior to the amalgamation of the CIC and the Construction Industry Training Authority (CITA) in 2008, Mr. Wong served as the Executive Director of the CITA.

Mr. Wong had worked in the Hong Kong Government for over 34 years and was the Assistant Commissioner of the Police Force before his retirement in 2007.  Under his leadership in the Service Quality Wing, the force’s quality of service was drastically improved. 

Mr. WONG studied Criminology (Police Studies) in the University of Cambridge and was awarded a Master Degree in July 1999.  He completed the programme for Management Development at the Harvard Business School in 2002.  He is currently an adjunct fellow of the School of Communication, Hong Kong Baptist University. He frequently gives lectures in Universities, Government departments and business organizations on Knowledge Management, Change Management and Crisis Management.  Mr. Wong is currently an adviser to the Knowledge Management Development Council.  He has also been a member of the Advisory Board of Continuing Studies of the Chinese University of Hong Kong for many years.
