Mr CHAN has been appointed Secretary for Development of the Hong Kong Special Administrative Region (SAR) Government since 30 July 2012.

Mr CHAN is a Certified Public Accountant. He is a former President of the Hong Kong Institute of Certified Public Accountants and a former Chairman of The Association of Chartered Certified Accountants, Hong Kong.

Before joining the Government, Mr CHAN held a number of public service positions including member of the Legislative Council; Chairman of Legal Aid Services Council; Board Member of the West Kowloon Cultural District Authority; non-official member of the Strategic Development Commission; Council Member of the Chinese University of Hong Kong and member of the Citizens Advisory Committee on Community Relations of the Independent Commission Against Corruption.

Professor Anthony Cheung Bing-leung was appointed Secretary for Transport and Housing on 1 July 2012. Before assuming this post, Professor Cheung was the President of The Hong Kong Institute of Education.

Professor Cheung received his bachelor’s degree in social sciences from the University of Hong Kong, master’s degree in public sector management from the University of Aston, UK, and PhD in government from the London School of Economics and Political Science, University of London, UK.

Before joining the Government, Professor Cheung held a number of public service positions including non-official member of the Executive Council, Chairman of the Consumer Council, member of the Hong Kong Housing Authority and Chairman of its Subsidised Housing Committee, member of the Greater Pearl River Delta Business Council, director of the Hong Kong Mortgage Corporation and member of the Disaster Relief Fund Advisory Committee.

Mr. Charles Mok is Legislative Councillor representing the Information Technology Functional Constituency of Hong Kong SAR.

Charles is one of the ICT industry pioneers in Hong Kong, as Honorary President of Hong Kong Information Technology Federation, former Chairman of Hong Kong Internet Service Providers Association, and Co-founder of Internet Society Hong Kong. Internationally, Charles served as Chairman of Asian, Australasian and Pacific Islands Regional At-Large Organization, Internet Corporation for Assigned Names and Numbers during 2011 and 2012.

Charles is active in public services with a view to uphold the core values of Hong Kong of which include democracy, liberty, human rights, rule of law and integrity. He serves as a member of the Digital 21 Strategy Advisory Committee, and Consultation Panel of West Kowloon Cultural District Authority.

Charles was graduated from Purdue University in the United States with his Bachelors and Masters degrees of Science in Computer and Electrical Engineering.

Kevin has been part of the Client organisation project management team at Hong Kong International Airport for over 18 years. As the Deputy Director, Projects, he is responsible for major capital works projects of the Airport Authority Hong Kong.

Ms. Ada FUNG, JP is an Architect by profession. She is an active member in the Architectural field as well as in the construction industry in Hong Kong.

In her career as Deputy Director of Housing, she supervises the Development & Construction Division of the Housing Department, overseeing all facets of public housing development work in Hong Kong. Her duties cover project management, planning, design and contract management, as well as establishing operational policies on procurement, design, construction, quality, performance assessment, dispute resolution, research and development, safety and the environment. She also promotes partnering, value management, risk management, ethical integrity, site safety, corporate social responsibility, sustainable development, community engagement, green building and Building Information Modeling and product certification in the industry.

She is a Chairperson of Working Group on Roadmap for Building Information Modeling Implementation of Construction Industry Council (CIC) cum Chairperson of two Task Forces under CIC. She is the President of the Hong Kong Institute of Architects (2013-2014), Chairperson of the APEC Architect Monitoring Committee of Hong Kong (2012/13 – 2014/15) and past Chairperson of the Architects Registration Board (2010/11 – 2011/12).

  • The systematic review of all consultancy appointments undertaken in Hong Kong by an international engineering Consultant.
  • Significant programming and financial issues on a major Cargo Handling Project in Hong Kong.
  • A HK$1 billion arbitration relating to a Government civil engineering project in Hong Kong.
  • The handling by a major Developer of a large luxury residential project in Hong Kong in relation to a significant defects issue; extension of time and prolongation claims; and a range of variation claims.
  • Obligations to survey, monitor and protect buildings above/adjacent to deep excavated tunnels for a major wastewater project in Hong Kong.
  • An arbitration with the Hong Kong Government with regard to significant extension of time, delay costs and variation claims arising out of the construction of a business and science park.
  • Negotiations by a Consultant with their employer the Hong Kong SAR Government regarding the correction of significant defects detected in a major structure, on the eve of its opening to the public.
  • Defects issues, delay problems and financial disputes on a HK$2bn rail package in Hong Kong; leading to negotiation of a Supplemental Agreement which was satisfactorily met by the subcontractor.
  • The terms of a JV to tender to construct a section of the HK-Macau-Zhuhai Bridge; and then advising on the extraction of one party from the JV while not jeopardising the competence of the tender.


Vincent is a member of The Lighthouse Club's Hong Kong and Asia Pacific Region Committees; and is a member of both the British Chamber of Commerce in Hong Kong's Construction Industry Group and the Technology and Construction Solicitors' Association in London.

As part of the roll-out in Hong Kong of the NEC form of contract, Vincent is a member of the steering committee of the NEC Users' Group in Asia Pacific and of the CIC's Task Force on the use of the NEC in Hong Kong.

Dr. Calvin Kam is the Founder of bimSCORE—the "GPS Navigator" for any enterprise or project team charting a course for Building Information Modeling. Dr. Kam is the Director of Industry Programs at Stanford University’s Center for Integrated Facility Engineering (CIFE), where he specializes in strategic innovation such as Building Information Modeling (BIM), Virtual Design and Construction (VDC) and Sustainable Developments. He is a Co-founder and the Senior Program Expert of the National 3D-4D-BIM Program with GSA Public Buildings Service.

Since 2011, the Singapore government’s Building Construction Authority has appointed Calvin as an international expert to advise its construction productivity and BIM roadmap; China National BIM Standards and National BIM Union have appointed Calvin as the only international Honorary Director. Calvin is also a Principal Investigator with Disney Research China. Elected by the Knowledge Leadership Assembly of the American Institute of Architects (AIA), Calvin serves on the 2013-15 AIA Board Knowledge Committee; he is the 2011-2013 National Co-Chair of AIA Center for Integrated Practice, and was the 2010 & 2011 National Chair of AIA Technology in Architectural Practice (TAP) Knowledge Community. Dr. Kam was a recipient of various AIA, ASCE, SOM Fellowships, China Synergy Program for Outstanding Youth, as well as Engineering News Record’s “20 under 40” awards.

2001-2005 Chief Executive of Collaborating for the Built Environment (known as Be), the private membership organisation formed from the merger of the Design Build Foundation and the Reading Construction Forum. Prior to that, Chief Executive of the Design Build Foundation to implement a new vision of integrated design-build in the industry. One of three who established the Collaborative Working Centre (now an independent company) to provide training, mentoring and consultancy support to clients and industry firms to implement a strategic approach to best value procurement, supply chain management and other key principles of collaborative working.
  
1996 - 2001 Project Manager then Chief Executive of the Construction Industry Board, working with Sir Michael Latham and the UK industry’s representative bodies and other stakeholders to implement the 1994 ‘Latham Report’ and latterly the 1998 ‘Egan Report’. In this capacity he chaired the working party which set up the Construction Best Practice Programme in 1998 and he was heavily involved with the Movement for Innovation, Rethinking Construction, the Strategic Forum for Construction and the Department of Trade and Industry amongst many other industry bodies.
  
1985 - 1995 Project Officer and then Head of the Energy Efficiency in Housing Best Practice Programme at the Building Research Establishment leading a large team to identify and promote best practice in energy efficient housing working for clients such as the Energy Efficiency Office, European Commission and the Energy Saving Trust.

Don has an honours degree in Physics from the University of Bristol, and is a Fellow of the Chartered Institute of Building and the Royal Society of Arts, Commerce and Manufacturing.

Mr. Christopher TO

Mr. Christopher To is the Executive Director of The Construction Industry Council, a statutory body in Hong Kong tasked among other functions to advise and make recommendations to the Government on strategic matters, major policies and legislative proposals, that may affect or are connected with the construction industry, and on matters of concern to the construction industry.

As former Secretary-General of the Hong Kong International Arbitration Centre, he managed to elevate Hong Kong’s status as the regional dispute resolution hub of Asia by increasing the number of international dispute cases being referred to Hong Kong for amiable resolution as well as creating the Asian Domain Name Dispute Resolution Centre. In recognition of his outstanding leadership and his contribution to the community, in 2001 he was honored as the youngest Director of the Year in Hong Kong and in 2007 he was honored as a Young Global Leader by the World Economic Forum.

In 2004, he was named as a Director and Chairman of the Hong Kong Internet Registration Corporation Limited and was elected by the internet community to serve on the Nominating Committee of the Internet Corporation for Assigned Names and Numbers.

Mr. To holds qualifications in computing, engineering and law. He is a recognised authority on alternative dispute resolution techniques and is a sought-after speaker/moderator at international forums. He holds Adjunct Professorships from leading Universities and is on the board of various organisations ranging from education to research and development.
