Mr. LEE is the Chairman of the Construction Industry Council. He is an experienced civil engineer and is well versed with issues concerning large infrastructural projects. Mr LEE also participates in community services in Hong Kong actively. He is currently a member of the Airport Authority Hong Kong, a member of the Development Committee of the West Kowloon Cultural District Authority, a Director of the Hong Kong Cyberport Management Company Limited, a member of the Environmental Impact Assessment Appeal Panel, and the Convenor of the Panel on Promoting Testing & Certification of Construction Materials Trade. Mr. LEE was the Secretary for Works and Permanent Secretary (Transport & Works).

Ir Wai Chi-sing obtained his first degree in civil engineering from the University of Hong Kong, and his master degree in transportation engineering from the Purdue University in the United States. He has professional qualifications in civil, structural and geotechnical engineering.

Ir Wai joined the Hong Kong Government as an Assistant Engineer in August 1980, and since then his career has been closely associated with the development of Hong Kong’s infrastructure. He has served in the Transport Department, the former Territory Development Department, the Highways Department, and the Works Branch of the former Environment, Transport and Works Bureau. He was the Director of the Highways Department from November 2006 to June 2010 and has been appointed Permanent Secretary for Development (Works) since June 2010.

Miss Janet Wong assumed her present post as the Commissioner for Innovation and Technology in September 2009 responsible for the formulation and implementation of policies pertaining to innovation and technology, a new pillar industry in Hong Kong.

Miss Wong joined the Civil Service as an Administrative Officer in 1980. Over the years, she has served in various bureaux and departments, including the Independent Commission Against Corruption, Food and Environmental Hygiene Department, the former Education and Manpower Bureau and the Home Affairs Department. In 2004 Miss Wong was appointed to be the Head of the World Trade Organisation Sixth Ministerial Conference Coordination Office. In 2006 she took up the post of Deputy Secretary (Works) in the former Environment, Transport and Works Bureau which became the Development Bureau upon the re-organisation of the Government Secretariat in July 2007. She was then responsible for the Government's Capital Works Programme and heritage matters.

Mr. CHEUNG Hau-wai is a professional building surveyor, a Fellow of the Hong Kong Institute of Surveyors and a member of the Royal Institute of Chartered Surveyors. He is a former Director of the Buildings Department and now a Director of the Hong Kong Green Building Council, and the Chairman of the Site Safety Committee of the CIC. He has 35 years experience in building control and has a keen interest in building rejuvenation and green construction.

Prof. Christopher LEUNG is the Head of Civil and Environmental Engineering Department at HKUST. His major research interest is in the area of construction materials, with focus on the development of advanced materials and their applications to enhance the durability and sustainability of buildings and civil infrastructure. As an international expert, Prof. LEUNG has been invited to deliver plenary and keynote lectures at international conferences in the US, UK, Europe, China and India. He is a Fellow of the Hong Kong Institution of Engineers, the American Society of Civil Engineers and RILEM (International Union of Laboratories and Experts in Construction Materials, Systems and Structures). In 2011, he became the first person from a Chinese institution to be elected Honorary President of RILEM.

Dr. Dongping FANG is a Professor and head at Dept. of Construction Management, School of Civil Engineering, Tsinghua University.  He is the founding director of (Tsinghua–Gammon) Construction Safety Research Center and the executive director of Institute of International Engineering Project Management at Tsinghua University. His research, teaching and consulting are in the area of safety and risk management in construction, sustainable urbanization and green construction in which more than 200 reports, papers and books in English, Japanese and Chinese have been published.

Dongping is currently vice president of CIB(International Council for Research and Innovation in Building and Construction)and the priority theme leader for resilient urbanization.    He serves as a member of editorial board of Safety Science (2009-present), Construction Management and Economics (2010-present), Journal of Civil Engineering and Management (2011-present) etc. and several Chinese journals.    He is a member of the executive committee, Global Leadership Forum for CEM programs (GLF-CEM).

Dongping is the vice chair of Construction Safety Specialist Committee, the Ministry of Housing and Urban-rural Construction and a national work safety expert nominated by the State Administration of Work Safety in China.

He is honored as Visiting Eminent Scholar (2006) at the Del E. Webb School of Construction, Arizona State University, USA; "Jubilee Professor"(2007) at Chalmers University of Technology, Sweden; Visiting Professor (2009-2012) at Loughborough University, UK, and Visiting Professor (2006-2009,2013-2016) at UNSW, Australia.    He is also a member of international advisory board of the Design and Innovation Research Centre at University of Reading, UK.

Roger Flanagan is Professor of Construction Management, School of Construction Management and Engineering, University of Reading, UK. He is a Visiting Professor at the University of Hong Kong, Tsinghua University, Universiti Teknologi Malaysia, and University of New South Wales.  He is the Past President of the Chartered Institute of Building (CIOB) in 2006-7.  He is a member of the Royal Institution of Chartered Surveyors UK World Regional Board, and a member of the Advisory Board of the Association of Consulting and Engineering.  He has undertaken studies for the development of the construction industry in the UK, USA, Canada, South Korea, Sweden, Norway, Libya, and Estonia.  His research interests include internationalization of the construction sector, and new technologies in construction.  He has a strong belief in combining academic and research interests with industrial interests.  He was a member of the Board of Directors of Skanska AB for 10 years and a non-executive member of the Board of Directors of Halcrow Group for 7 years. Prof. Miroslaw J. Skibniewski is the A. James Clark Endowed Chair Professor of Construction Engineering and Project Management in the Department of Civil and Environmental Engineering at the University of Maryland in College Park. Professor Skibniewski currently specializes in e-commerce technology applications to engineering project management for construction and in construction automation. He developed one of the first construction automation programmess in the United States and collaborated with major industrial and government organizations both in the United States and overseas. Prof. Skibniewski served as a Visiting Research Scientist, Specialist and Visiting Professor in various institutes in Australia, Poland, Hong Kong, UK, Germany, Taiwan and Argentina. He is an author or co-author of over 150 technical publications and of more than 100 invited research presentations worldwide.

Prof. Skibniewski served on the National Academy of Engineering USA-Germany and USA-Japan Frontiers in Engineering committees, American Society of Civil Engineers' Robotics and Field Sensing Committee, Information Technology Committee, and Intelligent Computing Committee, various technical committees of the Construction Industry Institute based at the University of Texas at Austin, and on the National Academy of Sciences Assessment Panel for construction automation and computer integrated construction programmess at the National Institute of Standards and Technology. He was a founding member of the Board of Directors and is Past President of the International Association for Automation and Robotics in Construction. Prof. Skibniewski is also Editor-in-Chief of Automation in Construction, an ISI-indexed international research journal, as well as a member of editorial boards of ten other scientific journals.

The Construction Industry Council, a statutory body in Hong Kong tasked among other functions to advise and make recommendations to the Government on strategic matters, major policies and legislative proposals, that may affect or are connected with the construction industry, and on matters of concern to the construction industry.

As former Secretary-General of the Hong Kong International Arbitration Centre, he managed to elevate Hong Kong’s status as the regional dispute resolution hub of Asia by increasing the number of international dispute cases being referred to Hong Kong for amiable resolution as well as creating the Asian Domain Name Dispute Resolution Centre. In recognition of his outstanding leadership and his contribution to the community, in 2001 he was honored as the youngest Director of the Year in Hong Kong and in 2007 he was honored as a Young Global Leader by the World Economic Forum.

In 2004, he was named as a Director and Chairman of the Hong Kong Internet Registration Corporation Limited and was elected by the internet community to serve on the Nominating Committee of the Internet Corporation for Assigned Names and Numbers.

Mr. To holds qualifications in computing, engineering and law. He is a recognised authority on alternative dispute resolution techniques and is a sought-after speaker/moderator at international forums. He holds Adjunct Professorships from leading Universities and is on the board of various organisations ranging from education to research and development.
