Terms of Reference

1. To oversee the management’s implementation of major functions.

2. To steer coordination among committees of the CIC to ensure consistency in CIC’s policies, create internal synergies and optimise resource utilization.

3. To review and/or approve tender recommendations with value under its approval authority, financial, operational and administrative matters (approval of which is beyond the management executive’s ambit).
4. To assist the Council in monitoring the effectiveness of CIC’s governance structure and related matters.
5. To brainstorm strategic and forward-looking issues that serve the industry’s emerging needs for the Council’s discussion.
6. To approve urgent and time-sensitive matters on behalf of the Council except those specifically reserved for the Council under the Construction Industry Council Ordinance and to report to the Council on such approval given.
