Ir Thomas HO is the Chairman of the Construction Industry Council. He possesses over 40 years of experience in construction industry. He has been dedicated to spearheading project management and general management, safety initiatives, sustainable development and innovation excellence in the construction industry. He is very active in community services and professional associations’ activities and is recognised by the industry as the figurehead in promoting excellence in construction management, as well as sustainable and quality construction. In recognition of his advanced mindset in advocating innovative and green construction initiatives, Ir HO received the Outstanding Achievement Award from Hong Kong Institute of Construction Managers in 2018.
Hong Kong Construction Sub-Contractors Association Mr. CHAN Kim-kwong is currently the Chairman of the Hong Kong Construction Sub-contractor Association, a member of the Construction Industry Training Board and Course Advisory Panel on Painting, Decorating & Sign-writing. With over 45 years of practices in the industry, Mr. CHAN is a veteran and has engaged in various residential, commercial development and public works construction projects.
Prof. Jack CHENG Chin-pang
Associate Head and Professor, Department of Civil and Environmental Engineering
The Hong Kong University of Science and Technology Prof. Jack CHENG is an Associate Head and Professor in the Department of Civil and Environmental Engineering, Associate Director of GREAT Smart Cities Institute, Director of Building Information Modelling (BIM) Lab, and Director of Radio Frequency Identification Center at the Hong Kong University of Science and Technology. Prof. CHENG obtained his PhD degree from Stanford University. His research interests include BIM, Internet of Things, artificial intelligence, construction robotics, blockchain, construction and facility management, smart and low carbon buildings, and construction digitalisation. Prof. CHENG has led a number of Research and Development projects in smart buildings and construction. He is an author of over 250 international journal and conference publications. Prof. CHENG is currently the Chairperson of Task Force on BIM Standards and a Member of the Committee on BIM of the Construction Industry Council (CIC), Honorary Treasurer of the Hong Kong Institute of Building Information Modeling (HKIBIM), and a Director of the Hong Kong Green Building Council. He is a Past President of the American Society of Civil Engineers Greater China Section and Past Chairman of the Autodesk Industry Advisory Board. Prof. CHENG is a Fellow Member of the Hong Kong Institute of Civil and Building Information Management, Professional Member of the HKIBIM, CIC Certified BIM Manager (CCBM), and Certified Carbon Auditor Professional. He has received the Construction Industry Outstanding Person Award in 2019 and Young BIMer of the Year in 2014 from CIC, and a few research and paper awards in international conferences.
Professor, Department of Civil and Environmental Engineering
The Hong Kong Polytechnic University Professor CHUNG Kwok-fai is a Professor at the Department of Civil and Environmental Engineering of the Hong Kong Polytechnic University. He is a chartered structural engineer specialised in steel and steel-concrete composite structures, design and construction of high strength steels, structural fire engineering and corrosion. In 2015, he was appointed by the Ministry of Science and Technology, People’s Republic of China to be the Founding Director of the Chinese National Engineering Research Centre for Steel Construction (Hong Kong Branch). Moreover, Professor CHUNG served as a Vice President of the Institution of Structural Engineers, U.K. from 2017 to 2020. He is also currently the President of the Hong Kong Constructional Metal Structures Association.
China Road and Bridge Corporation (HK) Ir KAN Jun graduated from Southeast University (formerly known as Nanjing Institute of Technology). He joined China Road and Bridge Corporation in 1984 and stationed in Hong Kong in 1992. Ir KAN is a professor level senior engineer of the People's Republic of China. He is also a Fellow Member of the Hong Kong Institution of Engineers, the Institution of Civil Engineers and the Hong Kong Institution of Highways and Transportation. Ir KAN has been appointed as the Managing Director of China Road and Bridge Corporation (Hong Kong and Macau Regions) since 2007. And in 2020, he was appointed as the Chairman of the Hong Kong Region, in charge of engineering and investment business in Hong Kong and the Pearl River Delta region. Over the years, Ir KAN has been actively promoting innovative solutions in management, design, engineering and construction technologies in Hong Kong to deliver quality engineering projects and services to the public.

LEUNG is an Authorized Person (Architects), a Registered Architect and a member of The Hong Kong Institute of Architects. Vocational Training Council Mrs. LO LEE Oi-lin has over twenty years of experience in vocational professional education and training through her various postings in Vocational Training Council (VTC) as Program Leader, Head of Academic Department, Campus Principal and Deputy Executive Director. Her areas of interest include strategic planning, curriculum development, and management of resources and projects to meet the changing manpower needs. She was honoured the “HKU Science Distinguished Alumni 2019” at the Oak Anniversary of the Faculty of Science of the University of Hong Kong. Mrs. LO is currently the Chairperson of the Hong Kong Institute of Construction (HKIC) Management Board and the Chairperson of the HKIC Vision, Mission & Motto Steering Committee. She was also a member of the Education Commission Working Group for the discussion and drafting of the “Reform Proposals for the Education System in Hong Kong” (in 2000), a member of the Curriculum Development Council and the VTC representative at the Hong Kong Council for Testing and Certification. Mrs. LO is active in community services. She is the ex-chairman of the Hong Kong University Graduates Association Education Foundation. She also contributed to the founding of the creative hub PMQ and has served as a Board Director of the PMQ Management Co. Ltd. and Vice-Chairperson of its Advisory Board.
The Hong Kong Federation of Electrical and Mechanical Contractors Limited. Ir Rocky POON is the Chief Executive Officer and Executive Director of FSE Lifestyle Services Ltd. He is primarily responsible for overseeing daily operational management and business performance of the Group and leading the E&M engineering business units in Hong Kong, Macau and the PRC. Ir POON is a member of the American Society of Mechanical Engineers, a Chartered Engineer of the Engineering Council in the United Kingdom, and a fellow of both the Chartered Institution of Building Services Engineers in the United Kingdom and the Hong Kong Institution of Engineers. Ir Edwin TONG Ka-hung, SBS
Drainage Services Department Ir Edwin TONG is a chartered civil engineer with over 37 years’ experience in the planning, design, management and delivery of major infrastructure projects involving highways, tunnels, reclamation, land development, port facilities, wastewater treatment and flood prevention. He is also proficient in formulating and taking forward Government’s policies in increasing land supply, heritage conservation, environmental protection and project management. Having worked in Highways Department, Transport Department, Drainage Services Department, Civil Engineering and Development Department and Development Bureau of the Government of the Hong Kong Special Administrative Region, he was appointed Director of Drainage Services in 2015, overseeing all aspects of wastewater and stormwater treatment and drainage services cum projects in Hong Kong. Ir TONG retired in 2019 and is currently a Member of the Airport Authority Board and the Board of Aviation Security Company Limited. Ir TONG is a Member of Institution of Civil Engineers, a Fellow of Hong Kong Institution of Engineers, an Honorary Fellow of both International Institute of Utility Specialists and Chartered Institution of Water and Environmental Management.

J. Roger Preston Ltd. Ir Victor CHEUNG is a Director of J. Roger Preston Ltd, a leading building services consultancy established in Hong Kong in 1962. With over 45 years of professional experience in building services engineering, Ir CHEUNG has participated in various construction projects across a broad range of sectors including commercial, residential, institutional, infrastructure and energy. Ir CHEUNG was the President of the Hong Kong Institution of Engineers (2014-2015) and the Chairman of the Association of Consulting Engineers of Hong Kong (2017-2018). In 2019, he was awarded the Gold Medal by the Chartered Institution of Building Services Engineers, UK.
TLS & Associates Limited Sr Thomas HO Kwok-Kwan was the Past President (2016 – 2017) and Past QSD Chairman (2011 – 2012) of The Hong Kong Institute of Surveyors. He was also the Past Chairman (2015 - 2016) of Surveyors Registration Board. He is the Managing Director of TLS & Associates Ltd., a quantity surveying consultancy firm in town. Sr HO was one of the first graduates of the BSc (Surveying) programme at The University of Hong Kong, which was known as the Bachelor of Building programme at that time. He is a Chartered Surveyor, Chartered Builder, Registered Construction Manager and Registered Professional Surveyor. Airport Authority Hong Kong Ir Ricky LEUNG holds a Master degree of Business Administration from the Chinese University of Hong Kong and a Bachelor of Science (Engineering) Degree from the University of Hong Kong. Ir LEUNG was appointed Executive Director, Engineering & Technology in January 2020. With more than 30 years of experience at the Airport Authority (AA), he is responsible for the engineering and technology development of the AA, managing its assets and delivering engineering projects at the Hong Kong International Airport. Before joining the AA, he worked in consulting engineering firms and various government departments on the planning, design and project management of large scale infrastructure projects in Hong Kong. He is a chartered civil and structural engineer with close to 40 years of experience, of which 30 years are on the planning, design, construction, operation and maintenance of airport infrastructure, facilities and systems. He is also a Council member of the Vocational Training Council and Board Member of the Logistics and Supply Chain MultiTech R&D Centre Limited.
Build King Construction Limited Ir Simon LIU is a Director of Build King Construction Limited and has over 37 years of local and overseas experience in civil and building construction. Ir LIU is a Council Member of the Hong Kong Institution of Engineers. He is also the Vice President of the Hong Kong Construction Association (HKCA) and Chairman of the Civil Engineering Committee of the HKCA. He is also Chairperson of the Construction Workers Registration Board and an Advisor to the Infrastructure Rating System of Hong Kong Green Building Council.

MTR Corporation Ltd Ir Barry SUM holds a Master Degree of Science (Geotechnical) and a Bachelor Degree of Science (Engineering) Civil & Structural (Hon) from the University of Hong Kong. He is a seasoned civil engineer with over 28 years of vast experience of multi-disciplinary infrastructure project management. He has extensive experience in managing multi-disciplines infrastructure projects from planning, design, procurement, construction management to commissioning. He is also familiar with the construction industry in Hong Kong. He was the past Chairman of the Association of Consulting Engineers of Hong Kong, Secretary of HKIE Civil Discipline Advisory Panel, Committee of HKIE Geotechnical Division Advisory Panel and past Chairman of Association of Geotechnical and Geoenviornmental Specialist (HK). Ir Barry SUM is a General Manager–New Territories (Projects) in MTRCL. He spearheaded the start of detailed planning and design of the new railway extension projects under RDS-2014. He was also responsible for the transformation programme to uplift the projects delivery capability of MTR project teams. He is now leading the delivery of new railway extension projects in New Territories for the full project life cycle from planning, design, construction and testing & commissioning.
Hong Kong General Union of Lift and Escalator Employees Mr. TSE King-wa has been engaged in elevator engineering in the construction industry for more than 30 years. In 1986, he started to participate in trade union activities. From 2006 to 2018, he served as the Chairman of the Hong Kong General Union of Lift and Escalator Employees. Mr. TSE has served as the Chairman of Hong Kong Marine, Electrical and Mechanical Service, Steel Fabrication Industry General Union since 2016. Mr. TSE also participated in the Working Committee on Recognition of Prior Qualifications in Electrical and Mechanical Industry, Employees Retraining Board, Electrical and Construction Industry Advisory Committee, and Lift and Escalator Safety Advisory Committee.
Kum Shing Group Mr. Rex WONG is a Registered Architect in the United States. He received the Honor Award for Excellence in Design from GSAPP at Columbia University in New York and served as President of American Institute of Architects (AIA) Hong Kong chapter in 2017. Mr. WONG is recognised as a LEED AP by the US Green Building Council, as well as a BEAM Pro by the Hong Kong Green Building Council. He also holds an MBA degree from the Kellogg-HKUST Executive MBA Program. Mr. WONG has over 17 years of experience in energy and environmental infrastructure, property investment and development, as well as corporate management. Since 2011, he has been active on more than a dozen HKSAR government boards, committees and statutory bodies relating to the built environment including as member of the audit sub-committee of Hong Kong Housing Authority, Appeal Panel (Housing), Common Spatial Data Advisory Committee, Antiquities Advisory Board, and Task Force on External Lighting. Mr. WONG is currently the Honorary Secretary of the Hong Kong Construction Association (HKCA), the Chairman of its Environmental Committee and the Health & Safety Committee. He is also the Deputy Director of the Large Infrastructure Committee of the Belt and Road General Chamber of Commerce, a member of the Infrastructure Development Advisory Committee of the Hong Kong Trade Development Council (HKTDC), and Panel of Judges for the Quality Award of Hong Kong Management Association (HKMA). In addition, Mr. WONG is a Council member of City University of Hong Kong (CityU) and a member of its HK Tech 300 Investment Sub-committee. In 2022, he received the Young Industrialist Award of Hong Kong from the Federation of Hong Kong Industries.
